I have a greater understanding of the RTI process. We use it in our school and just wish the teachers were more proficient with its use. They are quick to refer for services before actually allowing time for the process. Also, notice early intervention services ID children prior to entering school without providing adequate intervention or time.

This was a very basic overview of RTI with "use it with EL," but no guidance for RTI specifically for culturally-linguistically diverse students. When asked for specific examples, the author gave detailed background on the student then said "so we started RTI and didn't need an evaluation." ...that didn't answer the question. The author is not the expert she claims to be.

There is a lack of understanding about what certified EL teachers do in a school setting. And there is absolutely no mention of an LPAC committee or advocate. Entire swaths of EL literature isn’t mentioned nor utilized in this article (I.e., Cummins and Krashen’s BICS/CALPS). Before becoming an SLP I was a certified reading and ELL teacher. The author states that it is “ONLY through providing RTI that we can differentiate between an LI and a language difference. I completely disagree. Perhaps the author needs more competence in the areas of Strategies and Assessment for EL learners.

This was a great course for me, since I live near farming/migrant communities. I loved that the speaker reiterated that the RTI process, although a team effort, takes place within the general education setting with guidance from support staff, such as SLPs, ELL teachers and special education teachers. The article summed a win/win situation for the student by urging a thorough pre-assessment to rule out environmental factors as well as having a true RTI model as not to over identify a specific population.
