It is so important to allow these children an opportunity to demonstrate their strengths and/or weaknesses. Many of times with children who come from worlds where English is not their native language, it's not only the learning of a new language that impacts their education. RTI permits evaluating the "whole" child and observing what they can do with the needed need interventions.

Dr. R-M discussed the use of RtI as a way to decide if an EL should be referred for assessment by the Sp. Ed. team. She presented it in a positive light, and made the case for this wasteful process. I am glad that Dr. Kummer commented that teachers would probably not enjoy it. As an SLP, I don't either! We lose precious developmental time when spending>half the school year on RtI. A competent SLP can use the procedures Dr. R-M described in part 1 of this series to make the determination.

Using the RTI model is very helpful in determining if an EL student has a Language Impairment. It is vital that the process of the tiered model is being implemented.
