This course was excellent because it provided clear, actionable strategies for effectively differentiating language differences from language impairments in English Learners (ELs). It emphasized culturally responsive practices, the importance of using RtI to reduce over-identification of ELs in special education, and the integration of family input and ecological validity in assessments. We are seeing an increase in ML students in our district. The detailed information on how to walk along side the general education teacher during the RtI process was extremely helpful. The information on the RTI model and the research provided is excellent. I was looking for more information regarding pre-assessment measures. I agree that using the RTI model is the best first steps, not sure how to implement that in my school district especially if we do not have 2nd language learners with similar backgrounds to use as a comparison. Our schools have lots of EL learners in them & the tendency is to test them, but this article explained very logically the ideal way to should work. It is so important to allow these children an opportunity to demonstrate their strengths and/or weaknesses. Many of times with children who come from worlds where English is not their native language, it's not only the learning of a new language that impacts their education. RTI permits evaluating the "whole" child and observing what they can do with the needed need interventions.

Dr. R-M discussed the use of RtI as a way to decide if an EL should be referred for assessment by the Sp. Ed. team. She presented it in a positive light, and made the case for this wasteful process. I am glad that Dr. Kummer commented that teachers would probably not enjoy it. As an SLP, I don't either! We lose precious developmental time when spending>half the school year on RtI. A competent SLP can use the procedures Dr. R-M described in part 1 of this series to make the determination.
