Too many nonspecific descriptions of what RtI looks like IRL, for example - who provides the services? Classroom teacher? Reading interventionist? ESL teacher? SpEd teacher, or para? An SLP? And if the student makes progress after 3 months of Tier 3 services, say, 30 min 3x/week of small group service provided by SLP in the classroom with carryover by classroom para, does this RULE OUT LI, so no formal eval is done? Wasn't THAT just Sp/L service that was working? Does the SLP stop?

A lot of the content was good, but the example of the kindergartner who qualified SLD is troubling. We should not be evaluating monolingual English speakers for reading comprehension, fluency, and writing in kindergarten. We look at basic reading skills at this grade level. The example should be modified.
